Paulo has extensive experience in international negotiations related to climate change and has accompanied Portuguese delegations since 1996 to several international congresses. Has participated in Climate Change negotiations since COP 9 in Milan. In Portugal, Paulo has coordinated the inter-ministerial group that proceeded with the production and development of the first National Strategy for Adaptation to Climate Change. As a consultant to the Ministry of the Environment, he was also involved in the National Climate Change Plan (PNAC), the National Low Carbon Roadmap 2050, and, more recently, the Roadmap for Carbon Neutrality 2050. Is currently an international consultant in the field of climate change and has carried out work for major organisations such as FAO, the Swiss Government, the European Confederation of the Paper Industry, the European Commission, and the Regional Government of the Azores.
