PhD in Law from the Portuguese Catholic University and a degree in Philosophy from the University of Coimbra.
Jurist at the Centre for Tax Studies, he has held management positions in the Portuguese Tax Administration. He led the reforms of Wealth Taxation, Tax Justice, the dematerialisation of internal procedures and the external interface of the tax administration, and the design and implementation of the E-Fatura system. He is the author of several publications on tax matters.
